Brazil’s transition work is becoming a test of transaction-level evidence. This week’s official communications highlight uneven CBS invoice adoption, revised DeRE specifications for specific sectors and an existing customs settlement opportunity. Each calls for a different decision: validate output, update systems or assess a dispute. None should be treated as a general new filing deadline.

• CBS invoices: test completeness, not aggregate adoption

  On 9 October, the Finance Ministry reported that 86% of fiscal documents issued by obligated businesses in the preceding 30 days showed CBS. Among issuing establishments subject to the obligation, 67% showed CBS on all or some documents; those measures are different. The dataset was updated on 8 October and covers documents through 7 October. Simples Nacional businesses are outside this 2026 obligation and calculation. This is an implementation report, not a new rule. Finance teams should sample their own document types, investigate missing fields and reconcile exceptions with ERP configuration. National adoption figures cannot establish whether an individual company’s output is complete.

• DeRE: align sector-specific systems with version 1.3.0

  Receita’s 7 October communication highlighted the technical package originally announced by SPED on 2 October. Version 1.3.0 updates manuals, layouts, validation rules and XML schemas for financial services, health plans and betting/prognostic contests within the specific regimes. It also introduces insurance event D-2252. The October communication confirms beta availability of contributor and chart-of-accounts tables D-1001 and D-1011. These are sector-specific implementation steps, not a general declaration for every business. Affected teams should compare schema versions, map accounting data and retain validation results before deploying changes. Treat transmission start dates separately from submission deadlines.

• Customs disputes: assess the existing settlement route

  Receita’s 5 October announcement draws attention to Settlement Notice PGFN/RFB 5/2026, dated 15 September. It concerns specifically defined disputes over customs penalties replacing forfeiture, rather than customs liabilities generally. Enrollment closes on 29 December at 19:00 Brasília time. Participation requires withdrawal of the covered disputes, and associated deposits affect the settlement balance. Legal and finance teams should confirm eligibility against the notice, compare the available payment alternatives and evaluate litigation economics before applying. Maximum discounts and longest installment terms must not be combined as if they were one offer. This is an existing optional programme, not a new obligation.
